[Bug 10126] .Net 1.1 fails on install in regsvcs.exe

Went bug-hunting and found an issue from Dan Kegel where regsvcs.exe also
failed registering a .tlb file.  I worked through this fix and was able to
install .NET 1.1 (or at least it appears that it finished.)  Will mark as a
duplicate of this issue and close.
