I believe, before version 1.1.12, all mounted directory paths (whether
networked or local bind) device type couldn't be overriden using winecfg.

Now it seems that local directory paths device types are able to be overriden
properly, but not nfs-mounted directory paths. Thus the bug title reflects this
new information.
