What results do you get in a 16bpp screen (if your graphics card supports it)?
startx -- :1 -depth 16

My old notes say on a wine < 1.0 test run:
With a 16bpp X display, after the black screen and the music ends, a
correct and large SimCity3000 logo appears, and a requester says:
[follows Unknown Exception from bug #7067]
