[Bug 31440] Can't install .NET 4.0 - Installation failed with error code: (0x80070643)

Now it's saying this:

Same or higher version of .NET Framework 4 has already been installed on this
computer.

Here's what did:

export WINEPREFIX=~/lol
wine uninstaller --remove '{E45D8920-A758-4088-B6C6-31DBB276992E}'
WINEDLLOVERRIDES=fusion=b wine dotNetFx40_Full_x86_x64.exe

Correct?
