But in Windows, with the same time zone, Mono doesn't crash!
The explanation is in the Comment #10 of the bug 19011: Windows reports DST/STD dates in the day-of-week format (wYear == 0), and obviously reports it wrong. Choose one of the bugs you would prefer to have.
