The effective problem is that selecting uninstall, even in a completely clean .wine will process the install script, after prompting to confirm you really want to uninstall the application. It seems as though the installer is running the wrong script.
Upgrading the application using a new installation seems to also fail to remove the old version from Add/Remove programs, which may be related to being unable to invoke an uninstall.
