HKEY_DYN_DATA is a Win9x specific key which doesn't exist under NT based systems. How that apps are supposed to gather required information under NT?
If we are talking about NFS3's 3dsetup.exe i don't think HKEY_DYN_DATA is the problem. See bug #7115 - 3dsetup.exe works for NTs, but does not work for Win9x.
