[Bug 39813] Library BTHPROPS.DLL not found

Based on the fact that bthprops.dll doesn't exist on Windows (but bthprops.cpl
does), my guess is that the problem is located in the Wine loader part of
ntdll. We should probably try the ".cpl" extension as a fallback.

Please note that the documentation for various Bluetooth functions also
mentions a bthprops.dll:
