Regression testing results:

ae153a5c2c5590d4ea722d38eb4ddf1a7031f34a shows the bug, while
b9a9fe4a042f98521efea3275ded4af4b7cba4c9 shows expected behavior

Altium Designer is not free, but within its setup utility, drop down menus are
suffering from the same bug, so it seems good for testing as well. It is
available here:
