Is there any rate that these dynamic refreshes are caused by the Windows
feature named Variable Refresh Rate?
Is there a way to disable[1] it on those test systems and run the test again to
see if there are any differences? (I don't have a Windows machine that has
NVIDIA/AMD GPU, so I can't test it myself. :( )
