[Bug 13488] pixel shader does not work after update

The influence of a disabled pixel shader is that objects like paintings appear
black.
The most obvious object was the entrance sign of the "Skyline Apartment".

The game worked with wine as distributed with OpenSuse 10.3. I am not 100% sure
if it was wine 9.44 as I recognized the error only after updating.
