I guess you are seeing CDT time in mail-archive and UTC time in CVS logs.  To
quote the web:

| CDT - Central Daylight Time
| Time zone offset: UTC - 5 hours

And this is the proof:

$ cvs log fonts/wine_marlett.sfd | grep -C2 ':23:54'
 ----------------------------
