My guess is this is a problem elsewhere, e.g. in shlwapi.  The %20 and %3a look
like URL escaping to me, and so something like UrlCanonicalize shoudl be
removing these.  You'll need a test case to prove this is indeed a problem in
ntdll, but my guess is it's not.
