the wineserver uses around 50% cpu in EVE Online after

shell32: Don't use the working directory passed into ShellExecute* functions if it isn't valid.
this causes the game to hang/freeze
the strange part seems to be that the changed function is never even called (bumped the trace to a fixme and nothing is dumped to the terminal)
it seems to happen only on the testserver when the ingame voice support is enabled
