This seems to be a duplicate of bug 15118. Affects all windows using the WS_EX_LAYERED style and per-pixel alpha blending (ULW_ALPHA), which seems not to be supported by Wine at the moment.
Fully transparent pixels (either zero alpha or color-keyed) in such a window are not even considered part of the window, passing all mouse events to the elements below the window.

I read this thread and tested the partial patch for the Diablo III stub. Instead of the black border, there is a copy of what stood behind when the window was opened; this is not updated afterwards(only by minimizing maximizing).
