[Bug 9479] WOW crashes when quitting

 wininet: Generalize parent/child handles and free all child handles on
WININET_FreeHandle as native.

Proposed fix. Please let me know whether or not it fixes the problem (if not
please attach a new WINEDEBUG=+wininet log with the patch applied). Also if
dlls/wininet/tests/ftp test works for anyone (it doesn't really for me) pls try
it with this patch and let me know if you can. Thanks
