Reopening. There's been a misunderstanding with the author.

wine-1.1.43-387-gce3c1df

MPQEdit will crash if wow is open, regardless of whether it's opening a new
MPQ.

And I can now confirm it *always* happens. Using a different WINEPREFIX still
works around the issue.
