I registered just so I could answer this question, so, try and feel somewhat special for the next few moments:
This "bug" has nothing to do with Wine. Also, you are not using a legal copy of the game -- this happens to have resulted in the major majority of the problem you are experiencing. "No-CD" patches are also considered copyright-avoidance, and therefor also illegal (despite the fact that you will probably never be charged with copyright infringement for it, as silly as CD Protection seems).
The reason this is not working is simply because, EA has not enabled the Upload or Download feature called "The Sims Exchange".
Also, at this point, you will be redirected to an error message when you start the game stating that you are using an unauthorized, unofficial copy of the game. (EA wasn't born yesterday, they know their game was leaked. Their first action was probably to disable the Exchange).
So, once again, there is no issue with Wine. I'm over-thrilled to hear that The Sims 3 is expected to work with Wine... now I just have to wait for Microsoft Office, and I'll switch over ;)
