It is a bug in winemp3, no doubt about it. I switched to the Radium Fraunhofer MP3 codec, now it works just fine.
Freelancer had errors like this when run on Windows. A very common cause of problems was people with a hacked frauenhofer mp3 codec installed (to allow encoding at higher bitrates for example). Removing it and using the mp3 codec that came with Windows fixed things*. Funny to see something similar crop up in Wine.
I tried to locate the MP3 in the game data files, to see if there's something unusual with the encoding, but I'm afraid I couldn't find any MP3s - the in-game music is stored in WAVs...
It _is_ actually .mp3, just with the extension changed to .wav for some reason. Just in case anyone wants to look at them :)

- Please follow these steps if some sounds and speech are still missing after installation: - Uninstall any 3rd party codec pack or the Nimo Codec pack from your system. - Uninstall Freelancer Trial Version. - Go to the following directory, C:\WINDOWS\system32 and delete the file "l3codecp.acm". If there happens to be another file named "l3codeca.acm", delete this too. - If your system is Windows 98 or ME, open the system.ini file located in your system folder; C:\WINDOWS\SYSTEM. Delete ONLY the line that starts with "msacm.l3acm=".
