I still don't understand why the LC_CTYPE affects the layout... I would expect
it affect sorting, lower-case etc... But not the Hebrew activation...

Maybe I don't understand... But LC_CTYPE definition is:
> Determine the locale for the interpretation of sequences of bytes of
> text data as characters  (for  example, single-byte as opposed to
> multi-byte characters in arguments and input files).

Maybe it is better to add one more Wine specific variable to enable specific
layout?
