I can still reproduce this bug on Fedora 23 with 1.9.5 using Notepad++ 6.9.
In Notepad++, open the Replace dialog (Ctrl-H). Enter "foo" in the text field for 'Find what:' Click the next text field for 'Replace with:' and enter "bar". Now click the first text field, "foo". Pressing tab takes you to the second text field for successful navigation, but it does not highlight the text in that field. As Sergey states selecting all of the text via Ctrl-A doesn't work in those fields. Also, hitting escape after testing the highlighting and re-opening the Replace dialog with the keyboard creates focus and hightlighting to "foo". If you had manually selected "bar" (Shift-Home), then hit escape it will maintain the highlighting on both "foo" and "bar".
I don't recall whether this was the functionality on Windows or not.
