For my part, I've never experienced such problems in Operation Flashpoint GOTY. I have English/Hungarian keyboard layout set by default and keys '4' and '6' are working properly in the game with either layout. Have you selected at least one of your soldiers before issuing commands by '4' or '6'? Besides keyboard and mouse, do you have other input devices connected to your machine when playing OpF:GOTY (joystick or gamepad)?
