[Bug 21131] cmd /c echo "&" returns 'Echo is ON', not '"&"'

Just test it from within cmd to not fight with *NIX shell:

------XP:
C:>cmd /c echo "&"
"&"

C:>
------Wine:
C:>cmd /c echo "&"
Echo is ON

C:>
