[Bug 12167] MS Office 2000 install broken at 0.9.55 --> 0.9.56

Log file size is 53MB. Bugzilla limit is 1MB.  I've put it at:

Log was created with first bad version by running:
WINEDEBUG="+msi,+relay" wine "C:\Program Files\Microsoft
Office\Office\WINWORD.EXE" 2>&1 | bzip2 -9 > word-msi.log.bz2
> From user point of view:

started word for 1st time after install (install was successful, with
registration and all choices at default);  main word window appears; 
registration screen pops-up; I enter registration code;   EULA pop-up appears; 
I accept EULA; registration pops-up again;   I press cancel;  word exits.
