Reverting 25b1130b44c2d64effbf259ba174fc5a32d33c4d still lets you use 'winetricks d3dx9' to get past this problem.
(I tested this because I saw Józef Kucia was working on D3DXFilterTexture, see ffe36a3894356f6e23107eb7f0fd1c87d0d71f14 )
