I've extracted the dialog in question with orca like this:
  cabextract wdviewer2003.exe
  orca WORDVIEW.MSI
  export dialog and control tables
You can even preview the dialog in orca, and it reproduces
the tab order problem.

I don't know how to turn the extracted tables into a .rc file,
though.  I guess it's simple enough to do manually.
I'll attach them.
