[Bug 10856] Photoshop 7 sometimes can' t select brush size from dropdown palette

If I open a photo in a new launch of PS, I am able to change the brush size.
However, if I work for a while the cursor stays behind the brush palette and I

I've asked for yet more detail.  (BTW I saw something like that
a long time ago, I think.)
