[Bug 55859] LabView 2023.3.1 fails to install

I tried it again today with the latest upstream changes and unfortunately the
installer still doesn't quite work for me. It gets stuck at "Installing MGI
Solution Explorer" "Executing Finalize Install.exe" and spams the following to
the console:

0b88:err:sync:RtlpWaitForCriticalSection section 7BD5C2E0
"../wine/dlls/ntdll/loader.c: loader_section" wait timed out in thread 0b88,
blocked by 0ba0, retrying (60 sec)

Have you seen that error before in your testing?
