EVE Online is now working correctly with "UseGLSL=enabled" in Wine 1.3.0.
Alas, I spoke too soon. There are still some rendering differences between GLSL and non-GLSL. For example, the station orbiting the planet in the login screen background is still not rendering correctly, and scan probe indicator spheres are still rendering as a solid colour instead of translucently as they should.
