[Bug 31398] Drag and Drop doesnt work from any qt/KDE application

Update : 
Since KDE SC 4.9 it is needed to activate the switch "Allow Window Manager to
control the window".

When this option is turned off no more drag&drop from KDE's Filemanagers
(Dolphin) is possible.

Switch has no effect on GTK2 / GTK3? programs.

Either this is a new KDE or a Wine Bug.

Older KDE Versions before 4.9 (4.8,x) works correctly with drag&drop even if
this switch is turned off.
