I'm at a bit of a loss. I also can't explain why the webview did not auto-install for you. When you have the launcher running, do you see any 'C:\Program Files (x86)\Microsoft\EdgeWebView\Application\109.0.1518.140\msedgewebview2.exe' processes running at all?
My FF14 prefix doesn't have any "C:\Program Files*\Microsoft" directory in the first place.
I presume what's happening is that the launcher checks for the presence of some web-related API or feature and if that check fails, runs the webview installer. I have a mostly vanilla wine-10.0 (also on Gentoo, USE=-wow64 in case it matters) but with the aforementioned mshtml/jscript patches applied.
