[Bug 9599] Caesar3 hackled sound

It sounds somewhat different, but the main problem is still there. I'll try to
figure out a setup to record the sound output. It sounds slightly too fast and
some bits are being repeated it seems. So it gives the effect of hearing the
narrator twice, although it isn't an exact copy.
