Duplicate of 38022.   The test program on bug 38022 also fails with:

File "ssl.pyc", line 427, in create_default_context
  File "ssl.pyc", line 378, in load_default_certs
  File "ssl.pyc", line 370, in _load_windows_store_certs
ValueError: Empty certificate data
