I think that you can only get this bug if you install 180.22 after a fresh Ubuntu install. Every time I installed 180.22 after a fresh Ubuntu install, the Nvidia driver gave me an error about libgl.so.1. If I installed 180.22 over 180.22, oddly enough I wouldn't get this error. Yet with both cases, wine was not working properly. It seems that 177.82 properly installed all of the components and links that 180.22 could use afterwards. So in the end, this is an NVIDIA bug.
