Some further notes:
* This failure also happens on Windows 10 1809 in the Chinese:China locale, but
once instead of twice.
* It does not fail in the other locales such as Arabic, Hebrew, Hindi, Russian
and French.
* w1064v1809_ja and w1064v1809_zh_CN don't always succeed in submitting their
results to test.winehq.org so the issues only appear intermittently there. But
the failures are otherwise systematic.
