Unfortunately you need a reMarkable Connect account to activate the app.
You can download it from here:
https://downloads.remarkable.com/desktop/production/win/reMarkable-3.6.0.761...
https://downloads.remarkable.com/desktop/production/win/reMarkable-3.10.0.84...
but won't be able to activate it without an account...
