On a fresh install of Picasa, the web album button is animated until you press
it. The animation causes my CPU usage to go to 15~20% from almost zero without
the animation.

The animation can be toggled on and off by the registry
HKCU,Software\Google\Picasa\Picasa2\Preferences\FeatureWindowDone

This may be a duplicate of bug 4829
