[Bug 10550] turbocad install won't work

I expect it may still be; I cannot comment on TC ver 9.2 as I do not have it
but my version 7.1 installs and runs in 1.0-rc3 prettymuch as it did with
0.9.54 & up.

...that it, it will install and it seems to begin to run but it is so buggy
that it is garbage. All sorts of bugs...inoperative features, random lockups &
crashes, it will seem to work through one procedure then lock up the next time
that procedure is tried, etc. etc.

At this point there are so many problems with it I have not really even tried
to troubleshoot.
