WiX Setup tries to create an application domain but can't, so it thinks that the .NET Framework is not installed. Note how on Windows, the log says "Loading managed bootstrapper application." but on Wine it says "Loading prerequisite bootstrapper application because managed host could not be loaded, error: 0x80004001." 0x80004001 is E_NOTIMPL.
