A simple implementation for GetConfig

Hello guys, I think the attached patch fixes this bug. I tested it locally and
I'm able to assign commands to my joystick and use them, but I haven't tested
extensively because in my Intel graphic's card the game doesn't run too well.

I'll be commiting it shortly, meanwhile you can give it a try.
