This is why a tiny C test case is needed.  It definitely sounds like a
standard TCP/IP behavior (if you haven't read
http://www.kohala.com/start/tcpipiv1.html yet, please do, it's a pleasure!).
But since Bruno's sure it's not standard, the burden is on him to make
a tiny plain C test case that illustrates the problem.
