OEM(FF)=YES ==> 1 ANSI(00)=YES ==> 2 SYMBOL(02)=YES ==> 4
This function return the above value's ORed value. Ex. ANSI=YES,OEM=YES,SYMBOL=NO ==> return 3 (== 1|2).
