did you verify with 32-bit Chromium build that it's sufficient?
Anyway, setting staged at least for the 32-bit part.
Bug 42741 references the same Wine-Staging patchset https://github.com/wine-staging/wine-staging/tree/HEAD/patches/winebuild- Fake_Dlls but is messed up from traceability point of view (multiple issues covering different areas = bad).

No, I meant to say that it's not crashing on the hook now, it's crashing on something else, so there has been progress.
