While "installing-wine-source/" redirects to "installing-wine-source", this is web-server (configuration) specific. In this case, links aren't updated so the relative URL "running" is supposed to be in "installing-wine-source" directory, which doesn't exist, since this is a file, hence the 404 error.
Besides, links are correct if you use the multiple page HTML guides from http://www.winehq.org/documentation
So technically not a bug, but one might use URL rewrite rules on the webserver side to automatically remove trailing slashes for non-directories to do a workaround "redirection" for defective external links.
