[Bug 12964] Phantasy Star Online Blue Burst ( psobb ) crashes

To reproduce, the only download required is "PSOBB Setup Full Install with JP
Patch" from http://www.schtserv.com/download.php.  Before firing up the game,
create an account from the same page, with the "register" link.

Run "online.exe" in the installation directory to patch and run the game.  From
the main menu, select "Register" and enter the account details that you just
created.  From here, start a new game, create a character, then the crash comes
after trying to progress past the character creation screen.
