This doesn't appear to be the case for me. I restored a backup of my prefix (I
have the FFXIV installation and save game files outside of the prefix, so this
was easy for me) and set the prefix to Windows 10, but it still auto-installs
the webview.

My system is pretty outdated, so it's very possible that a newer Wine version
will fix this. I'll work on that and report back.
