In that uxtheme bug, uxtheme is only loaded for the crash dialog, so at that
point it could be either. It actually doesn't matter; what does is that being
unable to load library due to lack of memory (in one sense or the other) is far
more likely than the library that has very little code (and seemingly no
conditionals) not getting built.
