winepulse [1 of 2]: Add checks for pulseaudio in configure

The patch is against 1.1.15. Adds checks for libpulse >= 0.9.8 to configure,
defines HAVE_PULSEAUDIO=1 if found and tells configure to build
dlls/winepulse.drv/Makefile.
