[Bug 18089] Windows explorer.exe is able to lunch .exe files which refer another directory with DLLs

Well, I was wrong here. I typed full path and this did not work, and this does
not work in Windows too. Starting program without specifying it's full path
works.

Okay then, the only problem there really is, is in winefile. I think this might
be because winefile launches all files with full paths?
