Something is wrong with either your wine build or your prefix. You should always have this dll.

Apart from using a broken WINEPREFIX I suspect when OP posted comment #8 he upgraded to Wine 4.21 and changed the ticket 'version' field to '4.21'. Also used a new WINEPREFIX but didn't tell anyone here about those important facts.
